First devised by Thomas Jefferson (while serving as secretary of state from 1790-1793), this wheel was used to Cypher messages and keep sensitive letters secret.
Consists of 26 cylindrical pieces with letters inscribed in a different random order on each. Users would create a message in common English and then use the corresponding letters on a different row to send the coded message. The receive puts in the letter and then rotates the Cypher wheel until they see the message.
